Description

The county is located in west Tennessee and was created 7 November 1821 out of land taken from the Chickasaw Cession of 19 October 1818. It was named for Governor William Carroll of Tennessee. These materials were generated in 1835-1836 when the Tennessee State Legislature mandated all counties to be divided into Civil Districts to replace the older Militia Districts. Each county was required to draw, by hand, a map of the county showing the division of the districts and give a written description of those civil districts. This was then to be used for collecting the taxes, voting and later became school districts. This is the first tax listing using the new Civil Districts.
